In order to help merchants better manage product shipping settings, variation-level shipping settings will soon be deprecated (date to be announced). After deprecation, shipping settings can be set on international shipping product-level only.
To prepare for this change to product-level shipping settings, please review your listings and add country shipping prices for individual products where needed.
In order to set country shipping prices for products, check out the following articles:

- How do I edit product shipping prices for different countries?
- How do I update International Shipping Prices via CSV?
For all API changes, country shipping prices per product can be set with the following endpoints:
Please also note that with this transition, starting July 3, 2018 00:00 UTC, if a product has the country’s shipping price set under the product’s “International Shipping Settings”, merchants will be unable to change it to “Use Product Shipping Price.”
Furthermore, variant level shipping updates will no longer be available starting September 17th, 2018.
In Products > View All Products > Actions > Edit International Shipping Prices, Product A has the International Shipping Prices for certain countries, as shown in the screenshot below. Starting July 3, 2018 00:00 UTC, the merchant may not change the shipping settings to “Use Product Shipping Price” for the countries Australia, Austria, and Belgium.

API Shipping Settings Docs:
Starting October 8, 2018, merchants may use the “Default Shipping Price” field to indicate default shipping prices for their product listings. If a product listing has any new or unset country shipping prices, the product’s “Default Shipping Price” will automatically apply as the shipping price for those new or unset countries.
